Remove the circlip and see what the pistons does, could use compressed air to push it out, and I have heard of people pushing pistons out with a grease gun.

Sounds like to me that the fuel drain barb is blocked, which also doubles as a fuel tank vent pipe and is causing a vacuum in the fuel tank. Never seen an actual 650 workshop manual, just use the 1000 manual. All the running gear is the same, just a few things like the fuel pump in the tank, wider swingarm and different engine mounts are the only differences to the 1000.
