Suzuki rev limiter mod and 15k mod

Is this 15k mod same as the sv650 rev limiter disabling mod which requires cutting a cable as i remember? Where do u connect the 15k resistor? Does is it fix the rough idling? Thanks

Is this the tre? coz thats only thing i could think it would be Coz if so just fit one
