Sounds like to me that the fuel drain barb is blocked, which also doubles as a fuel tank vent pipe and is causing a vacuum in the fuel tank. Never seen an actual 650 workshop manual, just use the 1000 manual. All the running gear is the same, just a few things like the fuel pump in the tank, wider swingarm and different engine mounts are the only differences to the 1000.

The bike shop had put in a speedo healer for a SV650 and the connectors were different to the Raptors, they had cut bits out of the plugs to make it fit, which gave a bad connection which in the end I believe caused the instruments to f...
